Cyclists are not subject to speed limits – Parliamentary question

To ask Her Majesty’s Government, further to the Written Answer by Earl Attlee on 13 February (WA 169), whether cyclists are subject to 20 miles per hour speed limits; and, if so, what penalties are available for cyclists who break the limit.

Cyclists are not subject to the general prohibition on exceeding the maximum speed limit on the road.

Lord Taverne – Two wheels good four wheels bad

Lord Taverne: My Lords, does the Minister accept that the bicycle is the most efficient machine ever invented for converting energy into motion and that the bicycle could be accurately described as a green car that can run on tap water and tea cakes and has a built-in gym? Does he therefore agree that it makes sense to base policy for private urban transport on the motto, “Two wheels good; four wheels bad”?
